(1) A Council may appoint committees to assist in the performance of its functions under this Act.
(2) A Council may delegate any of its functions to a committee.
(3) The Chairperson or the Mayor of a Council shall be an ex officio member of a committee of that Council.
(4) A committee is to comprise not more than five persons.
