(1) A Council may, with the approval of the Minister, engage persons having special or technical knowledge to assist in carrying out its functions.
(2) An expert engaged under subsection (1)—
(a) may, on the invitation of the Chairperson or Mayor of a Council, attend meetings of a Council, but does not have the right to vote;
(b) shall receive such remuneration as the Minister of Finance determines.
