(1) Within 20 days after receipt of a written request by a grantor, a secured creditor other than a transferee under a transfer of receivables shall send to the grantor at the address specified in the request —
(a) a statement of the obligation secured; and
(b) a description of the encumbered properties.
(2) A grantor may obtain, without charge, one response to a request during each 20-day period.
(3) The secured creditor may require payment of a charge not exceeding the prescribed amount for each additional response.
