22.   Regulations

  1.  

    (1)   The Minister may make Regulations for giving effect to this Act.

  1.  

    (2)   Regulations made under subsection (1) may provide in respect of a breach of the Regulations for the imposition of a penalty —

    1.  

      (a)     on summary conviction, to a fine not exceeding $50,000 or to imprisonment for a term of imprisonment not exceeding 15 years or to both; or

    1.  

      (b)     on conviction on indictment for a term not exceeding
      25 years.

  1.  

    (3)   Regulations made under subsection (1) are subject to affirmative resolution of Parliament.
