(1) All complaints to the Commissioner shall be made in writing and shall be as set out in form 1 in the Schedule.
(2) Despite anything contained in any other law, where a complaint made by a person who is an inmate of a public institution or is detained therein, is addressed to the Commissioner, it shall be forwarded to the Commissioner by the person in charge of that institution; and if such complaint is contained in a sealed envelope, the envelope shall be forwarded unopened.
